The forced cancellation of UFDC's 2020 Convention caused a postponement of the 2020 Annual Business Meeting (ABM). The purpose of the ABM is to conduct elections and for the membership to receive reports. Since we do not know when it will be safe to travel and gather at a live meeting, the Board of Directors, after consulting with the UFDC lawyer and our Parliamentarian, unanimously voted to conduct the essential business portion of the meeting by paper ballots through the USPS. The goal is to replicate as much as possible what happens at a live ABM. New business not essential at this time will be postponed to the 2021 ABM.
Clubs annually vote for their delegates to the ABM and submit their names by mid-January. This happened as normal this year. Those delegates are now being certified by the Credentials Chairman. This is akin to delegates checking in on the morning of the ABM at Convention. Delegates are being contacted by letter to determine if they are still eligible and willing to serve. This will result in a list of certified delegates for each region, and a Credentials Report generated by the Credentials Chairman. The Board will vote on the adoption of this report on behalf of the membership.
The next item of business that would have taken place at the ABM is Officers’ Reports. These reports will be published in full in the winter issue of DOLL NEWS.
Special Orders are next. First is the Nominating Committee Report. That report was printed in the spring issue of DOLL NEWS. Since then, one of the candidates has withdrawn. The updated report which would have been read at the ABM is available for download on this web page.
Following the Nominating Committee Report is the election of Regional Directors for Regions 3, 4, 10, 11, 12 and 16. In order to allow for any qualified member to “run from the floor” for an open position, the member must be nominated by a certified delegate from their region; again as would be the case at a live ABM. To do that this year, the certified delegate doing the nominating and the person wishing to run must each complete and mail in one of the forms on this web page. They must be returned postmarked no later than October 31, 2020. Please note, candidates recommended by the Nominating Committee to serve a three-year Regional Director Term starting in 2020 need take no further action, only those wishing to run from the floor need to return the forms.
The next Special Order is election of the 2021 Nominating Committee. Following UFDC Bylaws, the Chairman of the Nominating Committee is appointed by the Board of Directors. The Board has appointed Margaret Hein as the 2021 Nominating Committee Chairman. The remaining members are elected at the AMB and are composed of one active club member from each region whose Regional Director's term shall expire at the next ABM. These regions for 2021 are Regions 2 North, 2 South, 7, 9, 13 and 14. Any club member from these regions who seeks to be elected to serve on the Nominating Committee as the delegate from their region must declare their intention and be nominated by a certified delegate from their region. To do that this year, the certified delegate doing the nominating and the person wishing to run must each complete and mail in one of the forms on this web page. They must be returned postmarked no later than October 31, 2020.
As happens at a live ABM if there is only one qualified candidate for any position, then that candidate will be deemed elected in the role. If there is more than one candidate for any position, the same paper ballots used at every ABM will be sent out to the appropriate certified delegates to vote. The returned ballots will be opened and counted using a Teller Team and the results announced when they are known.
While live ABMs take place in a matter of hours at convention, the unusual circumstances imposed by the pandemic require extraordinary measures.
